ABOUT THE TOOL: “This toolkit is intended to help USAID and our partners understand the

opportunities and challenges inherent to development programming in conflicts where water is an

important issue. This document (1) explores the relationship between water, conflict, and

cooperation, (2) highlights lessons learned from relevant development and peacebuilding programs,

(3) discusses options for programming based on past USAID and development community

experiences, and (4) provides a Rapid Appraisal Guide to support officers in identifying and

evaluating the conflict risk and peacebuilding potential of water programs. Together, the elements of

this toolkit are designed to help raise awareness about the linkages between water resource

management and conflict as well as opportunities for peacebuilding and integrating a conflict

perspective into development programming.”

ABOUT THE TOOL: “The “Small-Scale Guidelines” are Africa Bureau’s principal source of sector-specific environmental guidance. For each development sector addressed, the Guidelines brief the potential, typical adverse impacts for activities in this sector, provide environmental good practice guidance for sector program design, environmental mitigation and monitoring guidance, and an annotated bibliography of web-accessible resources.

These guidelines were developed to help USAID and its partners meet the challenges posed by the need for environmentally sound design (ESD) in small-scale activities. Specifically, this book is:

  • An introduction to ESD, both in general and specific sector activities. The guidelines set out ESD’s basic principles and should assist private voluntary organizations (PVOs) and nongovernmental organizations (NGOs) in integrating environmental concerns into activities and programs.
  • A reference for PVOs and NGOs operating in Africa on USAID environmental procedures and requirements. These guidelines should help PVOs and NGOs write concept papers and creating proposals, as well as implementation plans and associated mitigation, monitoring and evaluation plans that conform to USAID’s environmental procedures.
  • A reference for USAID staff for evaluating and classifying project concept papers,; proposals, implementation plans,; and mitigation, monitoring and evaluation plans.”
